Construction

Médecins du Monde (MDM) has been involved in numerous construction projects in Cambodia for many years, in particular health facilities (surgical ward, hospitalisation ward, Outpatient department...) thanks to the experience of the expatriate team.

MDM has been involved in HIV/Aids care in the Calmette hospital compound since the very beginning of the epidemic (1995). As MDM facilities were over-stretched and as there were a growing number of patients entering in the symptomatic phase of the disease, MDM decided in 2003 to move its care center to a bigger space. The expected result of this move was to extend and improve the health care capacity and thus the quality of care by providing ARV to an increasing number of patients. Following the recommendation of the Ministry of Health (MoH), Preah Kossamak Hospital (Phnom Penh) has been identified. As no existing building was able to receive our activities, a plot of land was allocated to MDM for the construction of the new Out Patient Department (OPD).

As hospitalization is a major activity to ensure access to a comprehensive care for the patients we set up an In Patient Department with 18 beds. An empty plot of land adjacent to our existing OPD was allocated to MDM for the construction of the new In Patient Department (IPD).
In February 2005, MDM have started collaboration with Pharmaciens Sans Frontières (PSF). In order to improve patient confort and to better integrate pharmacy services in our compound, we decided to build, at the first floor of our IPD, a new pharmacy department.

The OPD has been inaugurated in November 2004 by HE Prime Minister HUN SEN.

The MDM/SEAD expatriate team has been involved in all the construction processes such as:

  • Participation in the design of the architectural plan
  • Quotation of the quantities of materials following a detailed specification construction document
  • Choice of the best quality of material
  • Setting up of a fair and strict bidding process to select the construction company
  • Production of contract documents
  • Supervision of the construction work
  • Preparation of the monthly payment based on the work done
  • Auditing

 Such experience in construction management, design and quality of work gave SEAD more credentials and thus the opportunity to start valuable consultancies:

  • In 2006 SEAD participated in the construction of a Dermatology Unit Center (Preah Kossamak Hospital)
  • In 2009-2010 SEAD is participating in the construction of an Orthopedic and Trauma Unit Center (Preah Kossamak Hospital)
